Kazakhstan in the reflection of the Global Competitiveness Index of the World Economic Forum

The value of the reforms carried out in the framework of the international rankings to improve the economic status of Kazakhstan is quite high. The results of various ratings allow to identify, to classify issues and challenges of using them for effective strategic management by the state and the economy.

The basic assessment of competitiveness of the country is based on the results of the Global Competitiveness Index of the World Economic Forum (WEF GCI).

GIK WEF is formed of 119 indicators, of which 34 are calculated based on the results of statistical data, and the rest by a survey of managers of medium and large enterprises in the country. 12 factors of competitiveness are been determined by 119 indicators:

  1. The quality of institutions.
  2. Infrastructure.
  3. Macroeconomic stability.
  4. Health and primary education.
  5. Higher education and training.
  6. The effectiveness of the market for goods and services.
  7. Labor market efficiency.
  8. The development of the financial market.
  9. The level of technological development.
  10. The size of the domestic market.
  11. The competitiveness of companies.
  12. Innovation potential.

Thus, the assessment of the level of national competitiveness largely depends on the views of the business community and shows the trend of the competitive development and growth of the country's in medium and long term.

All countries participating in the rating are allocated to stages of economic development.

Since 2012, Kazakhstan (and Russia) in the ranking of participating countries are referred to the economies in transition from the 2nd stage (stage, based on performance) to the third stage of development (phase based on innovation).

As a result of the WEF GCI in 2014 among 144 countries, Kazakhstan took 50th place with an average of 4.42 scores, retaining its position as compared to the previous year.

Currently, the Ministry of National Economy as the coordinator of the WEF GCI, developed the Action Plan to improve the performance of the Global Competitiveness Index of the World Economic Forum until 2016 (approved by the Minutes of the meeting of the Government of the Republic of Kazakhstan from April 21, 2015 #18).

Responsibility for the reflected in the action plan indicators assigned to a number of competent state bodies, in particular to the Ministries of National Economy, Investment and Development, Health and Social Development, Justice, Interior, Agriculture, Finance, Education and Science, the Committee of National Security, Agency for Civil Service Affairs and Combating Corruption and the National Bank.

In addition, the National Chamber of Entrepreneurs of Kazakhstan "Atameken" provides regular information support for the work carried out in terms of the WEF GCI among entrepreneurs.
